Historic building could be converted into flats

A well-known historic Dudley landmark building could be converted into apartments if council planners give their blessing.

The authority is set to consider an application to convert Grade II listed Castle Meadows on Dibdale Road into 23 apartments.

The building, previously known as Dibdale House, dates back to the early nineteenth century when it was built as a private residence.

Later in its life it was converted for institutional use; it is believed to have been linked to Staffordshire county Orphanage for 70 years before becoming an old people’s home in the latter half of the twentieth century.

Its final use as Castle Meadows Nursing Home ended in 2022 when it closed after the Care Quality Commission found it was inadequate following an inspection.

A report from Aurora Heritage Planning Ltd on the history and historic significance of the building said: “Following closure of the care home, the building entered a period of vacancy and unauthorised use. 

“Contemporary reporting indicates that the former care home was advertised and occupied as short-term accommodation or a hotel without the necessary planning permission during 2022 and 2023. 

“Dudley Metropolitan Borough Council subsequently took action to secure the site.” 

In 2024 the building was damaged by a fire which was believed to have started at the rear of the building on the ground floor. 

Plans have now been submitted for a mix of one, two and three bedroom apartments which would preserve the building’s villa-style external appearance.

A statement from Johnson Design Partnership in support of the application said: “The building is currently vacant following significant fire damage and subsequent exposure to the elements, the interior has suffered substantial loss of original fabric.

“The exterior, while deteriorated, retains the principal architectural features that define its significance. 

“The proposal is a high-quality, heritage-led scheme that complies with Dudley Local Plan Policies.” 

The heritage report said: “The proposed conversion is considered capable of being undertaken without harm to the significance or special architectural and historic interest of the Grade II listed building.”
