A massive new leisure development in Dudley took a step closer after planners decided an environmental impact report was not required.
Council planners approved a submission from developers that a new ice arena and associated facilities, including a cafe, petrol station and shops would fit into the urban landscape.
The proposed Flood Street development, which is expected to be the subject of a full planning application within weeks, has been given the green light in an EIA (Environmental Impact Assessment) screening opinion.
The process aims to allow the council to deliver a decision on whether an EIA is required and what topics must be covered.
In its response to a request for an opinion on behalf of the developer Dudley Council said: “On the basis of the information provided the proposed development would result in a visual change to the appearance of the site and its immediate environment, however, the site is within an urbanised context where change is not unusual, and development of this nature is typically found.
“It is unlikely there would be any significant environmental impacts by way of pollution, noise, vibration, traffic or waste.”
Planners went on to say if any controls were needed, they could be added as planning conditions to any approved application.
Documents submitted to the authority with the screening opinion request give an insight into the scope of the development.
Civicscape Planning and Development’s application described the development as located on two parcels of land either side of Flood Street.
The application described the development as: “An ice arena on the northern parcel, with ancillary café, bar and food and beverage floorspace, together with roadside commercial development on the southern parcel comprising a petrol filling station, retail floorspace and a drive-through unit.
“The proposal amounts to approximately 4,118 square metres gross external area across the whole site.”
