Plan earmarks land for major housing development

Dudley Council has earmarked enough land for 10,876 homes in its proposed local plan with some sites providing hundreds of dwellings.

The council’s Strategic Housing Land Availability Assessment (SHLAA) sets out where the authority believes there is land with development potential.

While the document does not mean sites will be built on, it is a key part of the local plan which is currently being examined in detail by the government’s Planning Inspectorate. The local plan is the council’s vision of how Dudley borough will develop, including new housing, until 2041.

The SHLAA document says: “To be considered deliverable, sites for housing should be available now, offer a suitable location for development now and be achievable with a realistic prospect that housing will be delivered on the site within five years.

“To be considered developable, sites should be in a suitable location for housing development with a reasonable prospect that they will be available and could be viably developed at the point envisaged.”

The largest plot in the SHLAA is at Ketley Quarry in Kingswinford where the council believes up to 650 homes could be built by 2039; the land is a priority site in the local plan.

Up to 550 new homes could be created in the Wolverhampton Street area of Dudley while the council believes Waterfront Way and Level Street in Brierley HIll could accommodate a further 500 homes.

The Portersfield site in Dudley which includes Trindle Road, Birdcage Walk and Hall Street has been earmarked for 330 new homes and has been subject to recent planning applications.

Another site in Brierley Hill, The Embankment/Daniels Land is proposed as a priority site for the borough which could be used to build up to 300 homes. Land off Thorns Road in Quarry Bank has potential for 286 homes according to the SHLAA, in December 2024 an application for 50 new dwellings west of Lynval Road which forms part of the plot was approved.
