Dudley Council planners are being asked to approve the details of a development on the former Rolling Mills site in Stourbridge.
Outline permission had already been granted for ten new homes on the land to the north of Bradley Road.
If approved, the brownfield site next to Stourside Hospital and adjacent to the River Stour would see construction of a block of one bedroom apartments.
A statement from Lever Turner Cowdell architects in support of the application said: “The proposal presents an attractive and highly sustainable form of development and efficient use of derelict, previously developed ‘brownfield’ land.
“It will provide a much needed form of housing helping to meet local housing needs.”
The proposed landscaped car park next to the new building will provide 11 parking spaces including two disabled bays and two EV charging points. The proposed development would also provide a shelter for ten bicycles.
The Black Country Integrated Care Board (ICB) is among the consultees and says the extra residents will have an impact on primary care in the area.
A report from the ICB said: “Based on an average household size of 2.4 to reflect the nature of the proposed units, the likely impact of the development on healthcare services within the locality is an additional 24 patients.
“The ICB is therefore requesting a contribution which would support the development of primary care services in the area as a direct consequence of the increase in demand from the new housing development.”
The ICB asked for a sum of £10,009.78 to be paid by developers as part of a Section 106 agreement imposed as a condition of approval of the development.
In Halesowen planners have received an application for 23 houses on the site of the former Pioneer House in Birmingham Street.
The proposed dwellings would be a mix of differing designs of three bedroom houses on the currently vacant site next to the River Stour.
